From the quoted website, I infer that it could be the Regiment
flag ?

From the site it appears that the defence forces are combined
from an HQ, a regimant, coast guard and orchestra.
Both flags appears at the HQ page (no flag at regimant page and
naval ensign at CG page) but you could be right and the site
shows the two military flags of the Defence forces , the army
(which is the regimant) , and the navy (which is the CG).
